That is a curticle. it protects your body by not letting germs in. do not rip it off. it helps you stay healthier. this girl at my school ripped it off and she got sick, and her nail was bleeding heck! do not try this. i was at class and it was grossWhy is their skin on the top of your nails?
I think you're talking about the cuticle or ';eponychium'; it's just dead skin cells and I think it also provides protection, so things don't go under there into your finger
